Joe Hailey was a makeup artist who worked on the popular TV show NCIS for 16 years, from 2003 to 2019. Joe Hailey started his career as a makeup artist in 1978, when he joined the Make-Up Artists and Hair Stylists Guild, IATSE Local 706. He was the youngest makeup artist in the guild at the time. He worked on various TV shows and movies, such as Dallas, Perfect Strangers, Pleasantville, and Son of the Beach. He won an award from the Hollywood Makeup Artist and Hair Stylist Guild Awards in 2000 and was nominated for two Emmy Awards in 1992 and 1999. He was also a member of the Academy of Television Arts and Sciences.

Joe Hailey joined NCIS in 2003, when the show was a spin-off of JAG. He worked on more than 300 episodes of the show, creating the makeup effects for the main and guest stars. He was known for his attention to detail, his creativity, and his ability to work under pressure. He was also a mentor and a friend to many of his co-workers, who praised him for his kindness, his humor, and his stories. He retired from the show in 2019, after completing the 15th season. He was honored by the show with a title card that read “We will miss you” at the end of the first episode of the 16th season.
